If you are a .NET developer, then there is a high probability that you are familiar with these third-party tools (at least you would have heard of them). So which of these is the one you would like to go ahead with, considering the fact that both of them do not come cheap.
The Telerik Vs Devexpress Showdown
Personally, I have used Devexpress for Winforms and Telerik for ASP.NET Webforms and the experience was more or less the same. I am pretty sure that Devexpress would be having a kick ass webform suite as well. Though I strongly feel the support for Telerik could be improved a little bit.
Both of these tools have their demo’s and trials available so before you actually take decision, do try it out.
The learning curve would be more or less the same depending on your experience with .NET and third-party tools.
Telerik has support for PHP which I extensively use for my Zend/CodeIgniter based applications.
In the end it’s all about the features you need and which of these tools – Telerik or Devexpress helps you with your development.

I’ve been a Telerik user for three years. Their product is very stable and their technical support is world-class but their document base is horseshit. So is their upgrade process. So I waste a lot of time – days at a time – writing support tickets to help me figure out their rocket science. If DevExpress had a conversion utility for Telerik, I would seriously consider jumping ship.
Been using DevExpress since 2008 and don’t even think to jump to another component since I have almost everything I need in their suite, and the most important thing they have top notch support.
